For more than 20 years the growing theoretical and empirical significance of non-knowledge can be observed in science studies as well as in environment and risk policy. A future-oriented policy cannot be content with working only on well-defined risks, but must also deal with as yet unknown and unpredictable risks. Such a policy needs to ask why such risks are not known and how this kind of non-knowledge can be dealt with and decided upon. A large number of grave cases of »unrecognized non-knowledge« (such as ozone depleting chloroflurocarbons, contergan, asbestos or mad cow disease) reveal in retrospect the empirical relevance and political significance of this subject.

Differentiating analyses and case studies are necessary in order to find new ways of dealing with non-knowledge scientifically as well as politically. Using two current risk controversies this project investigates the forms, possibilities and limitations of ways of dealing with non-knowledge in different »epistemic cultures« (knowledge and non-knowledge cultures) in science on the one hand and the publics on the other. For this study we have selected the debates on »green« gene technology and on cell phones. These debates are characterized on the one hand by highly polarizing public debates about possible, but as yet unconfirmed negative side effects, and on the other hand by an established network of institutionalized regulations. Both examples provide particularly fruitful analyses from a sociology of science perspective and from a risk policy approach.

In addition to a theoretical clarification of key concepts such as »non-knowledge cultures« or »Gestaltungsöffentlichkeiten«, interest is focused on forms of reaction to and innovative perspectives in dealing with non-knowledge: how can these be used in developing policies on the regulation of risks as well as in increasing the reflective potential of science and also for improving the relationship between science and the public?
